The city of Barcelona has established the Office of Strategic Procurement to streamline and promote sustainable public contracts. This initiative aims to improve accessibility for local businesses and enhance social impact.
A new chapter in Barcelona’s commitment to sustainable public procurement has begun with the launch of the Office of Strategic Procurement (OCE). This initiative, announced by the city council, aims to provide a centralized resource for municipal teams, small and medium-sized enterprises (SMEs), and social economy organizations looking to engage in contracts that positively impact both society and the environment.
The OCE is designed as a one-stop shop that will simplify processes related to public tenders. It aligns with the objectives outlined in the Barcelona Easy Plan, which seeks to make interactions between the city government and its citizens more efficient and comprehensible. Raquel Gil, Deputy Mayor for Social Rights, Economic Promotion, Employment, Feminisms, and Democratic Memory, emphasized that this new office will not only modernize governance but also ensure that public procurement serves as a transformative tool for economic efficiency while promoting social equity.
“Through public procurement, we can define what we need to contract and how it should be done,” Gil stated. She highlighted past successes such as transitioning the city’s cleaning fleet to electric vehicles as examples of how strategic contracting can lead to better environmental outcomes. The OCE aims to build on these principles by fostering contracts that incorporate sustainability and support vulnerable communities.
Public procurement is a significant driver of Barcelona’s economy. In 2024 alone, the city executed approximately 1,790 million euros across nearly 39,000 contracts. These figures underscore the importance of ensuring that spending adheres to sustainability guidelines established over the past quarter-century.
The establishment of the OCE reflects an ongoing commitment by Barcelona’s administration towards responsible contracting practices initiated back in 2001. Over time, measures have evolved significantly; since 2016 alone, various regulations have been introduced focusing on environmental criteria and gender equality within contract awards. For instance, companies operating in tax havens are prohibited from bidding on municipal contracts.
The OCE will operate under a coordinated team from both the Administrative Contracting Coordination Directorate and Barcelona Activa. One key feature will be a new municipal website serving as an information hub about strategic public procurement for both municipal units and businesses interested in participating in tenders.
This initiative comes at a pivotal moment as Barcelona prepares to host the Procura+ Conference in February 2027, an international event focused on sustainable public procurement practices. This conference marks another opportunity for Barcelona to showcase its leadership role within Europe regarding responsible contracting policies.
The OCE’s mission includes enhancing access for SMEs and social economy organizations while addressing broader goals such as economic decarbonization and promoting human rights compliance among contractors. As part of its operational strategy, training programs will be intensified within city departments while also extending knowledge-sharing initiatives aimed at private sector entities interested in responsible purchasing practices.
With over 800 individuals participating in training sessions since 2021 on tender applications alone—alongside more than 150 businesses utilizing previous advisory services—the groundwork has been laid for this ambitious office aimed at transforming how public contracts are awarded in Barcelona.
The creation of this office signifies not just an administrative change but rather a holistic approach towards integrating sustainability into every facet of municipal operations—a move expected to resonate well beyond local borders.
