The Barcelona City Council has approved a €32 million investment to build 399 affordable rental homes this year, addressing the city's housing crisis. This initiative is part of a larger plan to create over 600 public housing units by 2030.

The Barcelona City Council has taken a significant step towards alleviating its ongoing housing crisis by approving an allocation of €32 million from a total loan of €113 million from the European Investment Bank (EIB). This funding will facilitate the construction of 399 affordable rental apartments within the city throughout 2026. The decision was made during a plenary session, with support from various political parties including PSC, ERC, Junts, and Barcelona en Comú.

This initiative is part of a broader framework agreement established between the Municipal Institute of Housing and Rehabilitation of Barcelona (IMHAB) and the EIB. The agreement aims to construct a total of 641 new public housing units between now and 2030, which are expected to meet high energy efficiency standards.

The planned developments are set to benefit approximately 2,040 residents, providing much-needed relief in a city where affordable housing options have become increasingly scarce. Jordi Valls, the fourth deputy mayor responsible for Economy, Housing, Finance, and Tourism, emphasized that this investment represents an important advancement in accelerating public housing construction in Barcelona. He stated that collaboration among various administrative levels and particularly with European institutions is crucial for ensuring residents can remain in the city.

The urgency for such initiatives is underscored by historical data; similar efforts in other European cities have shown that timely investments can significantly improve living conditions and stabilize communities facing housing shortages. For instance, cities like Vienna have successfully integrated large-scale public housing projects into their urban planning strategies over decades.

The new apartments will be constructed progressively between 2026 and 2028, with completion expected by 2029 and 2030. This timeline aligns with Barcelona’s commitment to increasing its public housing stock while promoting social inclusion and urban regeneration.

This funding not only supports municipal commitments but also demonstrates how institutions like the European Union can equip cities with necessary resources to tackle pressing social issues. The EIB’s involvement has previously facilitated financing for over 2,300 rental homes, showcasing an ongoing partnership aimed at enhancing living conditions across urban areas.

The current project reflects a critical component of Barcelona’s ‘Viure’ Plan aimed at ensuring access to dignified and affordable housing for all citizens.
