The Generalitat estimates the damages caused by Storm Adam at €2.5 million across 29 treatment plants, keeping two facilities out of service.

According to retema.es, the Valencian Generalitat has begun work to recover the sanitation and treatment infrastructures hit by Storm Adam. The storm has affected 29 wastewater treatment plants (EDAR) spread across La Safor and La Marina Alta, with the initial economic assessment setting the cost at €2.5 million, although technicians are still evaluating some facilities.

Of that amount, about €2 million pertains to infrastructures in the province of Valencia, while €500,000 refers to facilities in Alicante. To address the incidents, the Consell has deployed 106 personnel including technical staff, operational workers, and specialised auxiliary companies.

The president of the Generalitat, Juanfran Pérez Llorca, visited the treatment plant in Xeraco on the fourth day of on-site evaluation. He explained that the priority is to restore operational capacity to the plants as soon as possible and ensure that the sanitation systems function normally.

The Generalitat will take charge of the actions at the treatment plants it owns and will support the reconstruction of municipal facilities when local councils cannot undertake the work.

Two treatment plants remain out of service: the EDARs of Benidoleig and Oliva Nova. The rest are experiencing incidents of varying severity, and there are also damages to collectors and other conduits that carry wastewater to the plants.

Pérez Llorca noted that the teams are focused on recovering treatment capacity and restoring the connections that carry water from municipalities to the treatment plants. Their goal, he said, is:

“to meet the quality of wastewater discharge and ensure that municipalities can redirect their wastewater to these infrastructures.”

In the province of Valencia, the Oliva-Casco EDAR is one of the most affected. Flooding damaged the electrical panels, the generator, and the transformation centre, forcing the plant to temporarily halt operations. In the Gandia-La Safor EDAR, pumping equipment, the biogas system, communications, and electrical supply were affected.

In Palma de Gandia-Ador, emergency generators were used to maintain operations. In Xeraco, a fault in the aeration conduit of the biological reactor is being repaired, the Barx station experienced a shutdown and overflow episodes, and the Tavernes Goleta EDAR recorded faults in two turbines.

In the province of Alicante, the main incidents are concentrated in the southern collector of Pego, where materials carried by the rain have damaged several sections. The Poblets-Verger EDAR is facing issues with pumping, sludge accumulation, and electrical components.

The treatment plant in Benidoleig has been affected by a power outage and possible damage related to the rise of the Girona River. Additionally, flooding and electromechanical failures have been reported in facilities in Adsubia, Benitatxell, Dénia-El Verger, Teulada, Sanet i Negrals, Xixona, and Vall de Gallinera.

The recovery efforts include the installation of emergency generators, repair of electrical panels and transformation centres, and recovery of pumping equipment. The operation distributes 55 personnel in Valencia and 51 in Alicante.

The teams are also inspecting the evacuation networks and removing materials washed away by the water. In plants where the extent of the damage is still unknown, technical assessments continue to define what interventions are necessary.

The storm has also caused damage to rural roads and infrastructures linked to agricultural activity. The Generalitat is assessing these damages to decide on actions, and the next step will be to complete the inventory in facilities where the assessment is still ongoing.
