A new strategy to revitalise local commerce
The City Council of Barcelona has launched a renewed initiative to support local businesses, known as Bonus Consum. This programme, which is being reintroduced after its success during the pandemic, aims to encourage shopping in neighbourhood stores and steer consumers away from large chains. With a total budget of four million euros, this measure is expected to generate an economic impact of approximately 12 million euros in the commercial sector.
Starting next autumn, 370,000 vouchers of 10 euros each will be distributed, which can be used for purchases over 30 euros. Citizens will have the opportunity to access these vouchers through a digital platform that is currently in development. Additionally, those who use their first voucher within the first 15 days will be eligible for a second voucher, and if they do so in their neighbourhood before the final deadline, they can receive a third additional voucher.
However, not all businesses will be able to benefit from this initiative. Stores must meet certain requirements: they must have their registered office in Catalonia, not exceed 800 m², employ fewer than 250 employees, and not have an annual turnover exceeding 50 million euros. Eligible establishments include greengrocers, fishmongers, pharmacies, and other essential local businesses.
Unlike the previous programme launched in 2021, this new edition explicitly excludes venues such as restaurants and 24-hour supermarkets. Franchises and businesses related to gambling or cannabis-derived products are also excluded. This decision responds to the municipal government's aim to prioritise traditional commerce over large retailers.
Mayor Jaume Collboni has emphasised the importance of raising awareness among citizens about the quality and variety offered by local shops. “We want to encourage the civic habit of knowing what businesses we have nearby,” Collboni stated during the programme's presentation. The strategy aims not only to provide economic support to the sector but also to strengthen the social and commercial fabric of the neighbourhood.
