The association Civic Coexistence Catalana wants PP and Vox to include in their programmes a law that allows living solely in Spanish throughout Spain. Its president has proposed approving it during the first year of the legislature.
A letter dated 16 October serves as the basis for the request from its president, Ángel Escolano, addressed to Alberto Núñez Feijóo (PP) and Santiago Abascal (Vox). According to El Debate, the association asks both parties to promote an Organic Law of Language Freedom. The law would allow anyone to study, work, open a business, and interact with administrations solely in Spanish, wherever they are, regardless of their autonomous community.
Escolano proposes a specific timeline. He wants the project to be presented during the first hundred days of government and to be approved throughout the first year of the legislature. He also requests that the proposal be included in the programmes for the upcoming general elections and in any potential investiture or government agreements they participate in.
The entity does not limit itself to making the request by letter. It offers both parties the judicial and administrative documentation it has gathered, along with a draft of the legal text. Additionally, it requests a meeting in the coming weeks and that each party designate a spokesperson to negotiate the text.
The proposal is supported by the association's experience, which has been active in Catalonia for over 28 years. According to the dossier accompanying the letters, it has contested 43 selection processes from local administrations and 18 ordinances and regulations.
One of the key issues is the level of Catalan required in public calls. The entity cites its opposition to the B2 level required for drivers of the Parliament of Catalonia, for a municipal electrician in Amposta, and for a cemetery worker in Vic. Escolano argues that the level should be adjusted to the functions of each position.
The dossier also includes affected workers. A cook from the Barcelona City Council, with 17 years in the institution, succeeded in having the High Court of Justice of Catalonia declare his dismissal unjustified, and the ruling is final. In contrast, the litigation of a clarinetist from the Municipal Band, with 27 years of experience, was still pending according to the latest update.
The dismissal letter he received on 30 January 2026 reproached, among other things, the alleged ignorance of Catalan.
This is the case of Carolina Andrea Alarcón, technical coordinator of a home care service in Sant Joan Despí. The letter only allowed her to speak in Spanish if the users requested it. She contested the dismissal, which was still pending trial in the latest report.
The association extends its claims to commerce. It mentions the conflict of a real estate agency in Vilanova i la Geltrú over signage in Spanish, where the fines were ultimately confirmed by the courts before a subsequent appeal. For commerce and public service in Catalonia, the debate remains open and without a state regulation in place. The proposal, for now, depends on whether PP or Vox include it in their programmes and on the requested meeting taking place.
