The Bilateral Commission Generalitat-State has been chaired by the Minister of the Presidency, Albert Dalmau, following the established rotating presidency between both administrations. For its part, the Joint Transfer Commission has been led by the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres.
Among the main agreements reached in the Bilateral Commission is the creation of a new Consortium for the Free Trade Zone of Barcelona (CZFB), aimed at boosting economic dynamism and the management of offices and industrial land. This model could be extended to other free trade zones in the country, while the Tax Agency will retain customs competencies within the consortium.
It has also been agreed to establish a parity investment consortium alongside the State Mercantile Society of Investments of Catalonia, a collaborative formula previously used to promote large infrastructures in various parts of Spain.
Another relevant point has been the promotion of the Orbital Railway Line through the signing of a collaboration protocol planned for 2026. This future infrastructure aims to improve the connection between the main cities of the second metropolitan crown of Barcelona, benefiting a population of nearly five million people and avoiding mandatory passage through the Catalan capital.
In linguistic matters, both administrations will launch a joint working group to promote the use of Catalan in relations between citizens and the Administration. The team will consist of four representatives from each side.
Additionally, a pilot project for a Comprehensive Citizen Attention Centre will be developed, aiming to coordinate services between administrations and simplify the completion of procedures for citizens.
The meeting has also served to activate the Subcommittee on European Affairs and Foreign Action, with participation from both the ministry and the competent department, as well as to promote modifications to the General Coastal Regulation that will improve cooperation and consultation in the management of public concessions. This new model could also be applied to other autonomous communities with transferred competencies in coastal management and planning.
Within the framework of the Joint Transfer Commission, the expansion of the property resources assigned to Catalonia in coastal matters has been approved, including the complete transfer of the second floor of the “Siza” building, home to the Coastal Demarcation of Catalonia in Barcelona, with an area of over 600 square meters.
Furthermore, the transfer of a property linked to the Xerta-Sénia Canal, located in the Tarragona municipality of Santa Bárbara, has been formalised as part of the expansion of competencies in agrarian reform and development.
On the other hand, the Joint Commission on Economic and Fiscal Affairs (CMAEF), also held this Thursday in Madrid, has finalised the agreement that will guarantee the necessary funding to increase the workforce of the Mossos d’Esquadra to reach 25,000 agents by 2030, continuing the pact previously reached in the last Bilateral Commission.
