Authorities in Barcelona are probing a series of suspicious residency registrations that have surfaced in at least two residential buildings. The investigation was prompted by residents receiving unexpected mail addressed to unknown individuals, raising alarms about potential irregularities involving a minimum of eight apartments allegedly used for fraudulent registrations. Local officials are collaborating with the Mossos d’Esquadra and the Guardia Urbana to identify the extent of these cases and determine if they constitute criminal activity.

Discovery of irregularities

The issue came to light when residents noticed correspondence from the city council arriving at their addresses but intended for people who had never lived there. This led some tenants to contact their property managers, who then alerted municipal authorities. According to sources from the Cambra de la Propietat Urbana de Barcelona, both affected buildings are vertically owned, meaning all apartments belong to the same owners.

In one case, a property owner in the Clot neighborhood reported that four units were implicated in these fraudulent activities. Family members residing in those apartments found letters addressed to strangers mixed with their own mail. This prompted them to notify their building administrators about the unusual situation.

A similar scenario unfolded in Vila de Gràcia, where tenants also received official letters meant for individuals who had never resided there. Alarmingly, one tenant discovered she had been removed from her official residency record after other names were added without her knowledge.

The city council explained that when new registrations occur at an address, they typically reach out to previous residents for confirmation of their status. This process aims to correct inaccuracies caused by individuals leaving the city without formally deregistering, which can lead to inflated population figures or overcrowding issues.

“The tenant learned about her deregistration while undergoing a medical procedure,” said another property owner involved in this case.

This tenant found out during a visit to municipal offices that three other individuals had registered at her residence, exceeding occupancy limits established for her 60 square meter apartment.

Potential organized crime involvement

Investigations revealed further irregularities across additional units within the same building. Residents received notifications indicating that these purportedly registered individuals could now proceed with various administrative processes related to their status. Reports suggest that these fraudulent registrations began as early as 2024.

The modus operandi involved submitting fake rental agreements under a name that appeared Spanish based on its surname structure. This name appeared repeatedly across multiple contracts and was accompanied by forged permissions supposedly signed by this individual authorizing different foreign nationals’ registrations at various addresses.

Affected residents have filed complaints with local police, who confirmed awareness of similar cases elsewhere in the city. Data collected by the Cambra de la Propietat indicates all identified fraudulent registrants hold foreign nationalities.

“The Office of Padrón is working closely with Guardia Urbana on identifying these cases due to potential criminal implications involving document forgery or organized fraud,” municipal sources stated regarding this ongoing investigation into irregular registrations within vertically owned properties.

No specific figures regarding reported fraud cases have been disclosed; however, investigations continue into several ongoing files including one located on Gràcia Street.

This situation raises significant concerns about housing policies and regulations within Barcelona as authorities grapple with ensuring accurate residency records while combating potential exploitation by organized groups seeking financial gain through fraudulent means. As investigations unfold, it remains crucial for local government entities and law enforcement agencies to collaborate effectively in addressing these challenges head-on and safeguarding community integrity against such deceptive practices.
