In a significant move towards enhancing regional cooperation, Barcelona’s Mayor Jaume Collboni and Sant Adrià de Besòs’ Mayor Filo Cañete have formalized a partnership aimed at jointly addressing urban development challenges. This agreement, established through the creation of a Joint Commission, marks a pivotal step in aligning the two municipalities’ efforts to transform their shared urban landscape.
Joint Commission to Foster Urban Development
The newly formed Joint Commission will focus on various critical projects, including the revitalization of the coastal front and the iconic Three Chimneys site. The commission aims to streamline collaboration between both cities, ensuring that they work together effectively on initiatives that impact their residents. This partnership is particularly important given the intertwined nature of their urban territories, which share not only geographical boundaries but also economic and cultural ties.
Collboni emphasized the importance of this collaboration during a press conference, stating, «Barcelona and Sant Adrià share projects as well as challenges; therefore, we must share solutions.» He highlighted ongoing developments around the Three Chimneys area as emblematic of their joint vision for future growth. The mayor pointed out that Barcelona is expanding towards Besòs with significant projects like Sagrera and 22@ that will benefit both municipalities.
Cañete echoed these sentiments by noting that this agreement represents an essential step in reinforcing ties between two cities that are more than just neighbors. She stated, «We face common challenges requiring coordinated responses to provide better services and opportunities for our citizens.» Her remarks underscored a commitment to metropolitan solidarity and shared responsibility in governance.
This initiative follows another similar agreement made earlier this year with L’Hospitalet de Llobregat, illustrating Barcelona’s strategy to enhance inter-municipal cooperation across its metropolitan area. The establishment of such commissions is designed not only to improve administrative efficiency but also to foster innovative solutions without incurring additional costs.
A primary focus of this new partnership is the expansion of the Diagonal Besòs Campus. Plans are underway for developing public facilities within Barcelona while simultaneously advancing residential and office projects in Sant Adrià de Besòs. This campus expansion will include green spaces connecting with the Forum area, promoting environmental sustainability alongside educational growth.
Moreover, both cities are committed to transforming industrial zones into vibrant economic hubs. Currently home to approximately 750 businesses employing around 13,000 people across 175 hectares, these areas are poised for revitalization through strategic investments aimed at attracting talent and fostering innovation in sectors like green economy and social entrepreneurship.
“The establishment of this Joint Commission allows us to accelerate our collaborative efforts,” said Collboni during discussions about future initiatives.
The mayors also addressed transportation improvements as part of their agenda. Enhancing public transport links and road access is crucial for facilitating mobility within these interconnected communities. Studies are being conducted to optimize traffic flow while minimizing barriers created by existing infrastructure.
The overarching goal of this collaboration is not merely infrastructural improvement but also enhancing quality of life for residents in both municipalities. With over 40,000 residents in Sant Adrià de Besòs alone—complemented by nearly 250,000 residents in Barcelona’s Sant Martí district—the need for cohesive planning has never been more pressing.
This partnership comes at a time when both cities are investing heavily in urban regeneration projects valued at over 500 million euros. These initiatives aim not only at physical improvements but also at fostering community engagement through shared public spaces and enhanced services.
Cañete remarked on the significance of this agreement: “It reflects our political will and commitment towards effective governance tailored to daily realities.”
The collaborative framework established by Collboni and Cañete sets a precedent for future partnerships among municipalities within Catalonia’s metropolitan region. As they embark on this journey together, both leaders express optimism about creating sustainable solutions that benefit all citizens involved.
