A new approach to animal welfare in Tarragona
Tarragona is becoming a benchmark in animal welfare management with the implementation of an innovative programme aimed at protecting both stray cats and the brave volunteers who take care of them. With over 3,500 felines registered in 322 colonies, the city has decided to take a step forward by officially recognising the altruistic work of these caregivers.
From now on, the volunteers will receive identification cards, specialised training, and distinctive vests that will allow them to be recognised as official caregivers. This initiative not only aims to professionalise their work but also to provide them with greater protection against harassment from some neighbours unhappy with their activities.
This advancement responds to the new Animal Welfare Law, which will come into effect in 2024 and establishes that the responsibility for urban cats lies with the municipalities. The Councillor for Animal Welfare, Sandra Ramos, has pointed out that the City Council recognises the urgent need for an organised system to manage this situation, given that they currently lack the necessary resources to adequately care for all the animals.
Despite the City Council's commitment, the volunteers have faced significant challenges. Many have been victims of threats and harassment from dissatisfied neighbours regarding their work. In this context, Ramos emphasised that any attempt to obstruct voluntary work is illegal and may result in penalties for those who try.
As the programme progresses, 178 volunteers have already been trained, who now hold their valid cards after completing the initial course. An online platform is expected to be established to facilitate access to the necessary training, thus ensuring a quick and effective response to the needs of the growing number of stray cats.
Tarragona is providing a clear example of how to address animal welfare from a community perspective, where every action counts and every life matters. This model could inspire other cities to follow suit and create similar programmes that protect both animals and those who dedicate their time to caring for them.
