Collboni calls for the elimination of investment and tourist use of housing in Barcelona, estimating 10,000 flats will return to residential use by 2028.

The Mayor of Barcelona, Jaume Collboni, argues that limiting or eliminating the use of flats as investments or tourist accommodation is the way to guarantee the right to live in the city. He stated this at the BCN Despierta 2026 forum, on the same day that the Government's housing decrees arrive in Congress.

The Mayor of Barcelona, Jaume Collboni, defended on Tuesday that the use of housing as investment or tourist accommodation should be eliminated to ensure access to a flat. He made this statement during his speech at the BCN Despierta 2026 forum, organised by Crónica Global at Casa Seat, where he evaluated the housing decrees approved by the Council of Ministers which arrive at the Congress this Friday.

Collboni has identified access to housing as the main challenge for the Catalan capital. In his opinion, any measure that limits or eliminates uses other than residential is a step in the right direction.

"The fundamental challenge of the city is to guarantee the right for its people to stay. Any measure that aims to ensure access to housing as a fundamental right, anything that seeks to limit as much as possible or eliminate its use as an investment or for tourist purposes, or any other use that is not for living, I believe is heading in the right direction"

The Mayor reminded that Barcelona is already applying the state housing law and that rental regulations have helped contain prices and curb abusive increases. According to his data, during this term, purchases of entire buildings by speculative funds have fallen by 30%.

Furthermore, he estimated that 10,000 flats in the city will return to residential use in 2028, once tourist use licenses are eliminated. This measure directly impacts the residential market in Barcelona, where tourist pressure and investment funds have been major reasons for price increases.

The fourth edition of BCN Despierta is being held at Casa Seat from 30 September to 2 October and brings together institutional representatives and experts to discuss housing, defence, technology, and industry in the present and future of the Catalan capital.
