The president of the Generalitat outlines a government programme for the period 2027-2031 with 55 measures and defends his management at the head of the regional Executive since November 2025.

The president of the Valencian Generalitat, Juanfran Pérez Llorca, has presented a government programme with 55 measures for the period 2027-2031. The initiative, reported by El Debate, comes after nearly a year in office and in a context of electoral recovery for the PP in the region.

Pérez Llorca took office in November 2025, when polls showed his party in free fall. The leader, coming from the municipal sphere, has managed to reverse that trend, and current forecasts give the PP a clear victory with the possibility of renewing the regional government alongside Vox.

The plan presented on Monday includes concrete measures for the coming years and serves as a roadmap for the fourth most populous autonomous community in Spain. Pérez Llorca has defended his management at the head of the Valencian Executive and his intention to run in the regional elections scheduled for 2027.

Among the milestones of his mandate, the Valencian president has successfully passed the Generalitat Budgets and has made progress in fulfilling the electoral programme that the Valencians overwhelmingly supported in the 2023 elections. He has also managed an indefinite strike in public education and has been present during emergencies such as the floods and wildfires last summer.

“He asked for nothing in return. The task was not easy,” party sources highlight regarding his arrival at the presidency during a critical moment.

The document with the 55 measures is part of Pérez Llorca's strategy to assert his management and establish his own profile against other names in the party in the region, such as the mayor of Valencia, María José Catalá, who is focused on the capital. The president of the Generalitat thus presents himself as the main asset of the Valencian Popular Party ahead of the next electoral cycle.

The publication of the programme coincides with the release of polls confirming the victory of the PP and Vox and the collapse of the PSOE led by Diana Morant in the Valencian Community. Pérez Llorca's plan aims to be implemented after the regional elections of 2027, which do not yet have an officially confirmed date.
