The city of Castelldefels is gearing up to submit a significant project aimed at revitalizing the neighborhoods of Vista Alegre and Can Vinader. This initiative is part of the second call for the Pla de Barris i Viles program by the Catalan government, which focuses on enhancing urban areas facing social and environmental challenges. The municipality plans to leverage this funding to implement community-oriented policies that promote sustainability and improve living conditions.
Funding opportunities for urban renewal
Scheduled between July 6 and July 17, 2026, applications for this funding opportunity will be open to municipalities across Catalonia. With a budget allocation of €200 million, which could potentially double if regional budgets are approved as anticipated, Castelldefels joins over a hundred other municipalities vying for support under this initiative. The Pla de Barris aims to combat urban segregation, reduce social inequalities, and mitigate the impacts of climate change on vulnerable populations.
The local government views this program as a pivotal chance to enhance daily life in Vista Alegre and Can Vinader through targeted actions in public spaces, housing, education, and community engagement. As stated in their announcement, «The municipality is at a crucial moment: defining the new project that could herald a transformation over the coming years.» If selected, Castelldefels could receive up to €25 million from the Pla de Barris fund, with financing shared equally between the Generalitat and the city due to its population exceeding 50,000 residents.
A key aspect of this initiative is citizen participation. On June 5th, an informative event was held at Blas Infante basketball court during Vista Alegre’s neighborhood festival. This gathering allowed residents to learn about proposed actions under the Pla de Barris while providing feedback through sticky notes placed on area maps. These contributions were later organized into coherent themes for integration into the Participa311 platform while preserving their original intent.
The community suggestions were categorized according to three main axes outlined by the Pla de Barris program. The first axis focuses on physical and urban transformations involving street reurbanization, accessibility improvements, rehabilitation efforts, and housing initiatives. Proposed enhancements include better sidewalk accessibility, accessible pedestrian crossings, installation of escalators, street maintenance upgrades, and interventions along Castell promenade.
The second axis emphasizes ecological transition and environmental stewardship. This includes creating green spaces within urban settings while promoting biodiversity management practices such as efficient water use and waste composting strategies. Community members suggested establishing climate shelters, shaded areas in parks like Granota Park, alongside regular cleaning efforts for public spaces.
The third axis targets socioeconomic action aimed at fostering community dynamism through inclusion initiatives that address gender equality issues while enhancing health services and cultural activities. Among various requests were proposals for nursing services in Vista Alegre, support measures for local businesses, youth engagement spaces, free-access sports facilities like pavilions, as well as improved safety measures across certain streets within these neighborhoods.
