A case that shocks society
In a judicial ruling that has left a mark on the community, Teófilo Lapeña, a 40-year-old electrician, has been sentenced to 83 years in prison for his involvement in the sexual abuse of a girl just 12 years old. This case has revealed not only the vulnerability of ward minors but also the flaws in the system responsible for protecting them.
Lapeña contacted the minor through the internet, taking advantage of her emotional and family situation. The girl, residing in a care centre under the supervision of the General Directorate for Child and Adolescent Care (DGAIA), had suffered bullying at school and at home due to issues related to her mother's health. In this vulnerable context, the accused began to manipulate her, asking for nude photographs and subsequently offering her to other men to be sexually assaulted.
The scandal broke in June 2024 when the educators at the centre where the minor resided activated the protocol after receiving reports about the assaults. However, the most alarming aspect was discovering that the DGAIA took months to react, which generated a wave of criticism towards the agency responsible for child welfare. Amid the media uproar, Mònica Martínez Bravo, the councillor of the responsible department, committed to making profound reforms to improve child protection.
The investigation carried out by the Mossos d’Esquadra revealed that Lapeña was not acting alone; up to 16 paedophiles were identified as contacts of the accused. Over 800 multimedia files, including videos and photographs showing the minor being sexually abused, were found in his home. This discovery exposes a broader network dedicated to child abuse.
Although the Public Prosecutor's Office had requested an initial sentence of over 100 years, Lapeña accepted a plea deal with the prosecution to avoid a full trial. This decision has sparked debate over whether enough is being done to severely punish these atrocious crimes.
In the wake of the Lapeña case, experts have begun to demand urgent changes in public policies related to child protection. The lack of timely action by institutions like DGAIA highlights a critical need: to ensure that all minors under guardianship receive adequate care and are protected from any form of abuse.
