The mayors of Barcelona and Esplugues de Llobregat have signed a protocol to create around 6,000 homes and the future clinical campus of the University of Barcelona. Half of the homes will be public.

The mayors of Barcelona, Jaume Collboni, and Esplugues de Llobregat, Eduard Sanz, signed this Wednesday the protocol that brings to life a parity joint commission. Both are from the Socialist Party of Catalonia, and the body will be responsible for executing joint projects in the area of confluence between the two municipalities.

The most visible project is the future clinical campus of the University of Barcelona (UB), which will occupy more than nine hectares and have 300,000 square meters of hospital, teaching, and research space. It will be located between Barcelona, Esplugues, and L'Hospitalet de Llobregat, as detailed by the Esplugues council.

The commission also plans to build around 6,000 homes, half of which will be publicly owned. The works will be distributed across the areas of Montesa, Finestrelles, Ecobarri dels Torrents, Colònia Castells, and the surroundings of the Porta Diagonal plan. The urban operation will cover around sixty hectares between Barcelona, Esplugues, and L'Hospitalet.

For residents in the upper Diagonal area, the agreement mainly affects mobility. According to the statement, the new campus could generate 65,000 daily trips, which is why Esplugues considers the expansion of metro line 3 essential, along with trams, urban, and interurban buses.

“A new metropolitan centrality,” according to the statement from the Esplugues City Council.

The municipalities also want to promote new bike lanes and pedestrian access. The area already has more than 130,000 inhabitants between the Les Corts district and Esplugues, along with a floating population studying or working in the university environment, and that number is expected to continue growing.
