The president of the Valencian Generalitat, Juanfran Pérez Llorca, appears this Monday in Les Corts for his first General Policy Debate without having been officially proclaimed as the PP candidate for 2027. The opposition questions the strength of his leadership due to the lack of ratification from Génova.
The president of the Valencian Generalitat, Juanfran Pérez Llorca, submits this Monday to his first General Policy Debate in Les Corts Valencianes, the last major parliamentary event before the regional elections in May 2027. He does so in an unprecedented situation: without Génova having officially announced his candidacy for the elections, as reported by elespanol.com.
The national leadership of the PP had planned to ratify Pérez Llorca this September, even before the 9 d’Octubre festivities, but the proclamation did not arrive before the debate. Party sources do not specify the reason for the delay or new timelines.
The head of the Consell goes to the podium needing to act as a candidate without yet having the formal endorsement of Alberto Núñez Feijóo. The opposition, PSPV and Compromís, will take advantage of this uncertainty to question the solidity of his leadership and that of the Valencian PP.
The format of the debate invites the president to assess his management and announce commitments for the coming years. Traditionally, the last debate before the elections serves as a presentation of the electoral programme, including key measures.
Pérez Llorca could also create a discursive distance from Vox, his government partner, although both parties still need to pass several laws in this session period.
The uncertainty surrounding the popular candidacy dates back several months. Génova had set a proclamation event for regional heads of list for September 19, but postponed it to avoid diverting attention from the Ceuta crisis and the wear of the Pedro Sánchez Government.
Last Monday, Pérez Llorca travelled to Madrid to meet with the PP's Secretary General, Miguel Tellado, while still awaiting the official announcement of his candidacy.
This situation contrasts with that of his main electoral rivals: Diana Morant was appointed PSPV candidate in early July, and Joan Baldoví has confirmed his intention to lead the Compromís candidacy.
The National Executive Board of the PP also meets this Monday to approve the holding of several pending regional congresses, such as those in Cantabria, Canarias, Madrid, Galicia, or Murcia. Provincial congresses in Catalonia, Andalucía, and Euskadi are also planned, as well as the activation of a managing committee for Navarra following the resignation of its president this Saturday.
Regarding the PPCV, the expectation is that only the extension of the managing committee that has directed the party since December 22 will be approved. This committee expired in June, and its validity will be updated as a mere formality. The Valencian federation thus remains outside the calendar of regional congresses that Génova has resumed.
The General Policy Debate takes place just eight months before the regional elections and is the last major parliamentary event before the elections. Pérez Llorca will have to present his project for the Generalitat for the next legislature without the formal endorsement of Feijóo.
