Young people buying a flat in Catalonia can also use the public loan for renovations, with a maximum of €50,000 and 0% interest.

According to focuspiedra.com, the Catalan Government has approved a new expansion of the “Emancipation Loans” scheme. The novelty is that the funds can now be used not only for purchasing but also for paying for rehabilitation or renovation works, with a cap of €50,000.

The programme is promoted by the Catalan Institute of Finance (ICF) and the Housing Agency of Catalonia (AHC). It is designed for young people who can afford a mortgage but do not yet have enough savings for the down payment.

The Government has also changed the requirements. The maximum age to apply for the loan has increased from 35 to 40 years. Additionally, the funds can be used to purchase parking spaces and storage rooms that are in the same building as the home, even if they do not belong to the same property registry.

The “ICF Emancipation Housing” loan finances up to 20% of the purchase price, not exceeding €50,000. It has a 0% interest rate, and the beneficiary does not repay the principal until the mortgage is fully paid off, with a maximum grace period of 30 years. After that, they have five years to repay it.

To complete the housing amount, the ICF has signed an agreement with the financial entities participating in the programme. They are the ones financing the remainder of the purchase.

Since its launch in June 2025, more than 3,000 people have accessed their first home thanks to these loans from the Public Emancipation Fund. According to ICF data, this amounts to more than 2,000 protected homes, or in the process of qualification, across Catalonia.

The formalised amount exceeds €76 million. The average loan amount is €36,633, and the average age of beneficiaries is 29.6 years.
