The Generalitat proposes extending the status of numerous families to those with two children, although the measure is not yet law and depends on the budget.

The information, reported by bebesymas.com, includes a video on social media in which notary María Cristina Clemente explains that families with two children in the Valencian Community could gain this status. According to her, these families would receive all the aids and benefits associated with numerous families, although she warns that this is general information and each case requires specific analysis.

“Families with two children will be considered numerous families, with all the aids and benefits that this entails in the Valencian Community.”

The proposal emerged from the Debate on General Policy of the Cortes Valencianas, where the president of the Generalitat, Juanfran Pérez Llorca, announced a package of 55 measures. According to the official breakdown of the measure, it would affect around 260,000 Valencian families, but no text has yet been published in the Diari Oficial de la Generalitat Valenciana nor is there a date for it to come into force.

The first step taken by the Consell has been to approve an agreement for these families to progressively access support measures dependent on the Generalitat. This same agreement establishes that the extension will depend on the availability of budgets and will not reduce the rights of current numerous families.

The key nuance is that the status of numerous family is regulated throughout Spain by the Law 40/2003 on the Protection of Numerous Families, a state regulation that an autonomous community cannot modify. The Generalitat can extend its own advantages to families with two children in education, transport, housing, regional taxes, or some fees, but not those dependent on the State or municipalities.

Among the existing regional advantages is the deduction in the Valencian income tax, which is 330 euros for general category numerous families and 660 euros for special category families. Additionally, there is a reduced rate in the Property Transfer Tax when purchasing a primary residence.

The state law already recognises families with two children as numerous in some cases, for example, when at least one child has a disability or when a parent has a disability degree of 65% or higher. Single-parent families with two dependent children are also equated to numerous families in the most significant benefits.

This is not the first time a similar proposal has been made. In May 2023, the then president Ximo Puig promised during the campaign that families with two children would have this status, but the proposal was never implemented.

For the rest of the families with two children, the situation remains open until the regulatory text is finalised and it is known whether they will receive the same aids as families with three children. In the meantime, it is advisable to consult each specific case with the relevant administration.
