The municipal group of Junts in Barcelona has requested that Mayor Jaume Collboni put an end to the legal dispute related to the urban planning of Gràcia. This request arises after recent rulings from the High Court of Justice of Catalonia (TSJC), which have annulled the modifications approved by the municipal government in 2022, creating a situation of legal uncertainty.
Calls for consensus and new proposals
In a statement issued this Sunday, Junts emphasised the need to initiate a new drafting process for the planning of Gràcia based on consensus. The political party has urged the Barcelona government to consider the opinions and needs of the residents, as well as the perspectives of social and economic agents, in addition to other political groups.
Councillor Carme Lleó, a representative of Junts, expressed her concern about the legal implications that could arise from this situation. “The annulment rulings represent a serious legal insecurity and could lead to claims for patrimonial liability against the City Council,” Lleó warned.
Despite the efforts made by the municipal government to implement urban improvements in Gràcia, the courts have determined that these modifications were economically unfeasible. The councillor recalled that her group had already warned about the possible negative effects of the plan when it was approved: “This planning driven by Colau and Collboni was a serious mistake. We were the only group that voted against it.”
As the final confirmation from the Supreme Court regarding the annulment of the affected metropolitan general plan is awaited, Junts seeks to open a constructive dialogue to address the existing issues in Gràcia. The party considers it essential to work from a solid and consensual basis to avoid future legal complications and ensure sustainable urban development.
