A step towards social inclusion
The City Council of Mataró has taken an important step towards employment inclusion by approving in the municipal Plenary, held last Monday, the initiation of the procedure to contract the cleaning service for its buildings. This new contract not only represents a significant investment, with a base budget exceeding 20 million euros, but also incorporates concrete measures to promote the integration of people with different abilities into the labour market.
The tender is divided into four lots, of which two are specifically reserved for entities that promote labour insertion. Lot 2, which covers the cleaning of several municipal schools and the certified collection of paper for destruction, will be awarded to Special Employment Centres (CETIS). On the other hand, Lot 3, which includes the municipal market located in Plaza de Cuba, will be exclusively allocated to Insertion Companies (EI).
In addition to this strategic reservation, the award documents include social criteria that will be scored for all participating companies. These criteria include plans aimed at promoting health among workers, measures to facilitate family reconciliation, and commitments related to communication about the care and maintenance of public facilities. It is noteworthy that the currently employed staff will be transferred under this new contract.
Mataró has also placed a strong emphasis on sustainable practices within the environmental sphere. Companies that use efficient and environmentally friendly vehicles, as well as cleaning products free from harmful substances, will be positively evaluated. Furthermore, the use of paper sourced from recycled or sustainably managed sources will be prioritised.
This contract will affect a total of 168 municipal buildings, including participatory entities such as Aigües de Mataró and PUMSA. The initial duration will be three years starting from 1 September 2026, with the possibility of an extension for an additional two years. It is estimated that more than 267,000 hours will be dedicated annually exclusively to cleaning-related tasks.
The division of the contract into several lots also responds to the City Council's objective of facilitating equitable participation among small and medium-sized enterprises (SMEs), thus ensuring greater competition on equal terms throughout the tendering process.
