The law to professionalise 400 senior officials of the Generalitat is facing resistance in the Parliament, both from the right and the left. The PPC has already presented a total amendment.

According to Crónica Global, the Professional Public Management law, with which the Government aims to professionalise 400 senior officials, has already been rejected by the Partit Popular de Catalunya (PPC), which has amended it in its entirety. The Comuns, on the left, also do not view the text favourably.

The deadline for submitting partial amendments expires this Friday, and sources familiar with the processing indicate that the PPC's amendment may not be the only one. The project thus arrives in the Chamber with doubts from two very different blocs.

The text promoted by the PSC establishes contracts of seven years, more than a four-year legislature, and adds a further extension of seven years. The same executive could remain in position for 14 years if they meet their objectives.

“It is unacceptable that you cannot dismiss the political heads of a previous government,” PPC sources state.

The popular party argues that the Executive must have freedom to choose its executives, as they occupy a key level to execute its government programme. For them, limiting that margin would prevent the Government from forming its team.

The PPC's amendment also requests that the law clearly defines the criteria and requirements for the bodies selecting these positions, and that the Government does not determine their composition. According to the group, leaving it open introduces a discretionality that, in their words, undermines the objective of the law.

“Not doing so introduces a very important element of discretionality that undermines the entire objective of the bill,” PPC representatives explain.

The popular party also rejects the 15% variable bonus planned for executive directors as an incentive for meeting objectives. Instead, they request to explore more effective formulas to improve salaries and attract talent compared to the private sector.

On the left, the Comuns resist legally safeguarding the position of nearly five hundred senior officials, because, according to their stance, this would mean relinquishing future shares of power. This distrust, combined with that of the PPC, complicates the continuity of the project.

The full Parlament will have to decide whether to veto the law, which would cut it off abruptly, or whether to allow it to advance with partial amendments that shape the text. That vote will determine whether the nearly 400 affected positions remain subject to this new contract regime.
