Junts, ERC, Comuns and the CUP register a bill proposal to create a dedicated body of Civil Protection professionals, separate from the Generalitat officials.

The groups Junts, ERC, Comuns and CUP have presented a proposal in the Parlament to reform the Catalan Civil Protection Law. The aim is to create a dedicated body of professionals that recognises their particularities and allows them to build a career outside the general body of Generalitat officials. The initiative, revealed by El Debate, is supported by a joint statement from the four parties.

According to that statement, the proposal seeks a solid, specialised and prepared Civil Protection to respond to current and future emergencies. The signatories place the debate in a context marked by the climate emergency, with a recent history of episodes including Covid, several danas, major wildfires, snowfalls and heavy rains.

“It would be incomprehensible for a country that has faced Covid, several danas, major wildfires, episodes of snow and heavy rains to renounce the experience of the professionals who design, plan and coordinate the response to emergencies”

This was stated by Albert Perramon, a representative of Civil Protection, in defence of the measure. For the groups, a specific body is the way to retain talent and ensure that the accumulated technical knowledge is not lost. This knowledge affects prevention, planning and emergency management.

Junts deputy Irene Negre believes that it should be the Govern that promotes this measure, as it concerns an essential collective. From ERC, deputy Laia Cañigueral warns that professionals cannot be trained only to lose them later, especially when they are most needed.

On behalf of the Comuns, deputy Andrés García Berrio defends the need for a dedicated body and calls for recognition that, in his opinion, is still pending for these workers. The CUP, through Xavier Pellicer, criticises that the PSC Govern has not resolved a situation that could lead to the loss of many experienced professionals in the coming months.
