The new 2027-2030 Programme Contract will have €2.318 billion, a 66.4% increase from the previous one. Over 1,000 jobs will be created and subsidies will be eliminated in favour of direct transfers.
The Government of the Generalitat and local entities have finalised the Framework Agreement of the 2027-2030 Programme Contract, which will mobilise €2.318 billion for municipal social services. This figure represents an increase of €925 million compared to the 2022-2025 period, equivalent to a 66.4% increase, as confirmed by the Catalan Executive.
One of the main innovations is the change in the financing system: the subsidy regime will be abandoned in favour of direct financial transfers to municipalities and regional councils. This measure, reported by catalunyapress.es, will reduce bureaucracy and expedite payments, allowing councils to plan their services with greater stability.
The agreement includes the addition of over 1,000 new professionals to the social services system. Of these, 276 will be allocated to the Basic Social Care Teams (EBAS), the entry point for citizens. Three new basic areas will also be created in Sant Just Desvern, Calella, and the Lluçanès region, as they have surpassed 20,000 inhabitants.
In rural areas, most regional councils will receive 75% of their funding from the Generalitat, and 14 councils with greater geographical dispersion will reach 80%.
Support for dependency care will also be strengthened. The hourly rate for the Home Care Service (SAD) will rise from the current €24 to €27 in 2027 and €30 in 2030, improving working conditions for staff. Additionally, the 111 places added in 2026 will be consolidated to expedite dependency assessments.
The fight against homelessness will receive €133.6 million, more than double the amount in the previous contract. This funding will allow for the creation of 1,100 new emergency places, temporary accommodations, and inclusion flats, as well as hiring street educators.
In child protection, the goal is to increase the number of 23,000 minors currently served to 40,000 by 2030. To achieve this, 472 professionals will be added to the Child and Adolescent Care Teams (EAIA), and socio-educational intervention and family guidance services will be deployed.
Youth policies will receive an additional €3.1 million (a 39% increase), and 137 new municipalities will join the network. Reception and social cohesion will receive a boost of €2 million to improve the technical response of municipalities.
With this agreement, Catalan municipalities will have more resources and fewer administrative hurdles to assist the most vulnerable people. The signing of the document represents a change in the model for managing social services, which will now rely on direct transfers rather than subsidy calls.
