If in power, the PP plans to audit the State's withdrawal in Euskadi, Catalonia, and Navarra within six months. Afterwards, it would approve a plan with resources and a timeline to reverse it.
According to El Mundo, the electoral programme of the PP includes a National Plan for the Presence of the State that, if they govern, would focus particularly on Euskadi, Catalonia, and Navarra. The document, which will be presented on Tuesday, commits to auditing within the first six months of government where the presence of the General State Administration has been reduced.
The review would cover offices, staffing, and facilities by autonomous community, province, island, and autonomous city. With that diagnosis, the party plans to approve the plan, which would include improvements in police stations and barracks, strengthening government delegations and sub-delegations, and increasing human and material resources.
“We will act first where that presence has weakened, with special attention to Euskadi, Navarra, and Catalonia.”
Regarding Social Security, the programme promises to legally safeguard the single fund, following the transfers of powers to Euskadi. The idea is that contributions continue to finance pensions and benefits throughout Spain, without distributing resources by territory. The text also mentions the unity of the Tax Agency.
The analysis is based on one fact: Euskadi, Catalonia, and Navarra have concentrated more than 75% of the transfers of powers since Pedro Sánchez has been in power. In just the last eight years, the government has closed nearly 50 transfers, including the Minimum Vital Income in Euskadi.
In Catalonia, the Civil Guard has lost 12% of its personnel since 2017, according to the latest data from the Jucil union, around 600 agents. For the Catalan reader, the programme would affect the presence of state agents and dependencies in the territory, a matter already being debated in Catalonia.
The PP has not yet presented the complete programme. Its presentation is scheduled for Tuesday, when the details of the timeline and budget of the plan will be revealed.
