The city of Gavà is set to award a significant contract for a new nightlife initiative at the Barnasud shopping center, raising concerns among local businesses about the fairness of the bidding process. The contract is expected to go to Aribau Global Solutions, SL, the same company that successfully managed last year’s event, which attracted thousands and was deemed a success. Critics argue that this decision favors the incumbent operator and limits opportunities for other potential competitors.
Concerns raised by competing firms
In response to the recent tender announcement, seven nightlife companies have filed a formal appeal against the bidding conditions. They claim that these requirements are excessively stringent and create barriers for new entrants into the market. The appeal highlights issues regarding transparency and competition in the selection process, stating that several stipulations in the administrative and technical documents significantly restrict access for interested parties.
The timeline for submitting bids has also come under scrutiny. The tender was open from April 22 to May 7, which many believe was insufficient time for companies to prepare comprehensive proposals as required by the bidding documents. In their appeal, competitors urged the Gavà City Council to reconsider its approval of this temporary occupation of John Lennon Square for future events.
“The conditions favor structurally the operator who already managed the space during 2025,”
the appeal stated. Municipal sources have responded by asserting that there is no basis for suspending the tender process, emphasizing their commitment to ensuring quality offerings in public spaces.
City officials defended their approach by stating that they aimed to guarantee safety and order at events while also enhancing programming quality through experienced operators. They maintained that all legal requirements were met during this procurement process.
The latest documentation from city officials indicates that Aribau Global Solutions has emerged as the leading candidate based on both objective criteria—primarily price—and subjective evaluations related to experience and past performance. Their score of 67.20 points in subjective assessments far surpassed BN Grup 2019’s score of 45.15 points, although both companies were nearly tied on objective measures.
The stringent qualifications outlined in the tender included demands for demonstrable experience managing seasonal venues with capacities exceeding 3,000 people, along with evidence of organizing large-scale events within recent years. Additionally, bidders were required to present a specialized technical team already employed by their firm at proposal submission time—conditions viewed as atypical in such tenders.

the appealing firms argued further.
If no unexpected developments occur, Aribau Global Solutions will continue its management role over upcoming years under this new contract arrangement.
