The Generalitat de Catalunya has launched mobile and virtual offices to enhance accessibility, completing nearly 4,800 administrative tasks in under a year. This initiative aims to bridge the gap between citizens and government services.

In a significant move to modernize public service access, the Generalitat de Catalunya has successfully implemented mobile and virtual offices that have facilitated approximately 4,800 administrative tasks within just one year. This initiative is part of a broader reform aimed at making governmental processes more accessible and reducing the need for citizens to travel long distances to complete necessary paperwork.

The virtual office was introduced first in October 2025, allowing users to engage with administrative professionals via video conferencing. This service has proven popular, with 3,588 video consultations conducted so far. Each week, the virtual office offers 180 appointments, ensuring that users receive personalized assistance tailored to their specific needs.

The preparation process for these appointments enhances efficiency; prior to each consultation, staff members reach out to confirm required documentation. Currently, around 40 different procedures can be completed through this platform. The most frequently requested services include registering stable partnerships (2,003 requests), assessing disability status (579 requests), and determining dependency situations (375 requests).

Complementing the virtual service are five mobile offices that began operations in April 2026. These units aim to serve smaller towns that lack easy access to physical government offices. In their first four months of operation, they have attended to 1,181 cases, visiting roughly 200 municipalities monthly. The mobile units are strategically distributed across five geographic areas: central Catalonia, northeast Catalonia, northwest Catalonia, southeast Catalonia, and southwest Catalonia—where they have recorded the highest number of transactions (382).

The initiative is particularly beneficial for older citizens who may face digital barriers when accessing online services. Conseller Albert Dalmau emphasizes the importance of reaching out to these individuals by providing direct support through mobile units.

This approach mirrors historical efforts made during previous technological transitions in public administration where similar outreach programs were established but often lacked sustained funding or focus on user experience.

The mobile offices primarily assist with digital identification processes and electronic signatures while also facilitating interactions with other governmental bodies. By addressing both technological gaps and geographical challenges faced by residents in rural areas of Catalonia, this program represents a significant step forward in public service delivery.
