The Catalan government has initiated a €100 million plan to climatize 100 public schools, aiming for full implementation by the 2027-2028 academic year. This is part of a broader €2.5 billion investment to enhance educational environments across the region.
The Catalan government has set in motion a significant initiative aimed at improving the climate conditions in public schools, starting with an investment of €100 million for 100 prioritized centers. This ambitious plan, announced by Education Minister Esther Niubó, aims to ensure that all targeted schools are fully climatized by the 2027-2028 academic year. The overall goal is to invest a total of €2.5 billion by 2031, covering all 2,530 public schools in Catalonia.
The initiative addresses three strategic objectives: ensuring thermal comfort for students during both hot and cold months, improving indoor air quality, and enhancing energy efficiency and sustainability of school buildings. With approximately 26% of these schools built before 1960, many facilities require urgent upgrades to meet modern standards.
The selection process for the initial group of schools considered geographic areas with extreme temperatures and prioritized institutions serving vulnerable populations. “We have an aging educational infrastructure,” stated President Salvador Illa during a press conference detailing the plan.
This first phase will involve installing comprehensive heating and cooling systems, upgrading ventilation mechanisms, and replacing outdated thermal installations. The estimated cost per school is around €1 million, which aligns with previous investments made in similar initiatives across Europe aimed at enhancing educational environments.
A technical office comprising architects, lawyers, and economists will oversee the project’s progress and financial updates as it unfolds. Starting in 2027, local authorities will be invited to express interest in executing additional phases of the project through a two-month application process.
The collaboration between public entities and private sectors is crucial for this undertaking. Municipalities can either utilize their own resources or seek financing options from the Catalan Finance Institute (ICF), which offers interest subsidies on loans. Importantly, municipalities will receive full reimbursement for their investments as part of this collaborative effort.
The broader scope also includes plans to climatize 51 out of 87 publicly owned residences, with an estimated investment of €58 million. Secretary General Xema Gil confirmed that work on these residences would commence immediately and aims for completion before the end of 2031.
This extensive program not only reflects a commitment to improving educational infrastructure but also highlights a proactive approach towards addressing climate challenges within public services in Catalonia.
