An international police operation has led to the arrest of four individuals involved in illegally burying over 46,000 tons of toxic waste in Catalonia. The operation highlights serious environmental risks and legal ramifications.

In a significant crackdown on environmental crime, authorities have arrested four suspects linked to an organized crime group responsible for burying more than 46,000 tons of toxic waste from France in Catalonia. This operation, conducted by the Guardia Civil with support from Europol and the French Gendarmerie, underscores the growing concern over illegal waste disposal practices that threaten both public health and the environment.

The investigation revealed that hazardous materials, including hydrocarbons and heavy metals, were clandestinely buried in agricultural land in Sant Esteve Sesrovires. Additionally, some of this waste was improperly sent to seven unregulated landfills across Barcelona province. One such landfill is located in Pujalt.

A technical report from Seprona will assess the potential environmental damage caused by these illegal activities. Authorities are collaborating with local government officials and the Agència Catalana de Residus to implement control measures aimed at sealing off contaminated areas and initiating decontamination processes.

The local council had previously identified irregular earth movements and proposed a hefty fine of 814,000 euros, but it wasn’t until the Guardia Civil’s inspection that they uncovered the full extent of this environmental crime.

Using false documentation, the criminal network managed to evade tax obligations in Spain while avoiding higher disposal fees mandated by French law for such hazardous waste. These municipal and industrial wastes were misclassified as “products” or “earth” upon entry into Barcelona province.

The investigation began back in 2022, when authorities noticed a management plant dumping contaminated materials from large construction projects onto agricultural soils. This led to further scrutiny which unveiled the influx of French waste.

On June 23 and 24, coordinated raids took place across various locations including Sant Vicenç dels Horts, Molins de Rei, Sant Esteve Sesrovires, and even a residence in Girona province. During these operations, investigators seized extensive documentation along with electronic devices that will now undergo thorough examination.

The arrests included two men aged 39 and 70, one Spanish and one French national; alongside two women aged 62 and 66, one Spanish and one Italian. The Guardia Civil has indicated that further arrests may follow as investigations continue into multiple companies involved.

This case is currently being handled by section six of the Martorell courts where those detained face serious charges including crimes against natural resources, environmental offenses, forgery of documents, tax fraud, money laundering, and membership in a criminal organization.

The implications of this case extend beyond immediate legal consequences; it raises critical questions about regulatory oversight regarding hazardous waste management within Europe. As authorities work diligently to address these issues through legal channels and community engagement efforts are ramped up to ensure public safety moving forward.
